Plant-25cms height, growing close to water holes, found along Rock hills

I think, a similar plant picture is posted earlier by a ITP group member.
I hope Eriocaulon sp.
The wild flowering plant looks very close to a – Buttonhead Pipewort – Eriocaulon (Wool stalk) heterolepis

I say it again and will go on saying it every time the issue arises—
Plants of following families SHOULD NOT be identified from photographs. Poaceae Cyperaceae Eriocaulaceae They are too big and complex for simple matching with photographs.

I am not sure this is E. heterolepis, though looks like it. Please validate. Photos taken at Aambyvalley Rd., Lonavala, Pune in Sept.16
