Yes, it is Heteropogon contortus. Many a times, this grass assumes taller growth than usual, even on rocky ground.

It is Heteropogon contortus (L.) P.Beauv. ex Roem. & Schult, it is called needle grass or clock grass, when you apply water on the top of the spike, it will rotate clockwise. In this spike lower spikelets are male, upper one are bisexual.
