I too think that this is Lepidagathis cuspidata of Acanthaceae family. It seems that this species shows lots of variation both inflorescence and leaves.

This is very interesting. The local people call it Kate Adulsa and Adulsa is for Adathoda I assume. Kate if you translate in Latin is “cuspidate” means spine bearing or pointed. So basically locals know that they belong to same family without any professional botanical expertise.
I have some pic of same from Himalaya. Will find out and share soon.

Likely L. cuspidata. Similar dense spike inflorescence and spine tips on bracts as appears to be on photos.
Check plant height, L.cuspidata is said to be about a metre high, whereas fasciculata is called a herb/undershrub, actually ‘prostrate ‘ in FOPak, so perhaps is shorter.
There is good amount of info on different species of Lepidagathis of Karnataka at JCB herbarium

Place : near Devrukh – Konkan Maharashtra
Habitat: semi-evergreen forest
Habit: Erect shrub, 3feet tall
Overall plant covered with stiff hairs.
Leaves: Opposite, ovate, sessile, tip acute ending in an acute spine. Size: 2cm x 1cm
Flowers: Creamish white, axillary
Bracts: Lanceolate, terminating in an acute spine.
Sepals: covered with stiff hairs – hair tips ending in glands(?)

Request identification of this herb growing along the ground in Tungareshwar, the leaves have sharp spiny tips. Flowers not seen.
