The pic has been taken from WURDWAN (J & K).
From flowers, the guess could be Salvia nubicola, but the leaves are completely unique and different.

Flora of Uttarakhand- Herb78 for Id- JM – efloraofindia | Google Groups : 5 posts by 5 authors. Wild Herb captured on 13/8/10 during the trek from Ghangaria (around 11,000 ft.) to Hemkunt Sahib (around 14000 ft.).
This is Nepeta sp. for sure (Family: Lamiaceae).
Yes … It is Nepeta glutinosa which produces pinkish as well as white flowers.
