This has been correctly identified by the … but there has been a nomenclatural change it is now Primula munroi.
Commonly known as the ‘White Marsh Primula’ this species is typically white but is often much more colourful on the Rohtang Pass. In the mid-1980s there was a low wet cliff at about 3600m fed by a large seepage area, where I was able to stop the vehicle which transported members of the botanical tours I led en route to Miyah Nullah, Lahoul, to photograph what I knew as Primula involucrata then. Sadly, this area has been bulldozed away (don’t think it has helped the drainage much) but it remains a widespread plant.
Flowers of Himalaya record it from Pakistan to SW China @ 3000-4500m, streamsides & marshes, common.

I last saw it in flower in Mustang district of Nepal above Muktinath a few years ago.
