We have many threads on this species in our database. One very similar looking is R. nudiflora (Engelm. & A.Gray) Urb. I offered my view regarding the two species in a thread during acanthaceae fotnight – efi thread.
For the past one and a half hour i was trying to get more data on the two species, nothing found except several herbaria and protologues –
The matter gets more complicated by the fact that the first link above informs that R. nudiflora is R. tuberosa non Linn.!
I am pretty sure about the species I see around, a wild one now or may we call naturalised. Ref. Lucid Central
More recent description of nudiflora can be viewed at –
Rather recent herbarium, collected in host country can be viewed at Lib utaxas. The species has much longer corolla tube and shorter capsules. More photographs of this 2nd species which I do not know can be accessed at wild flower. KEW also hosts several “type” herb. reflecting longer corolla tube. At the same time KEW also hosts one isosyntype – Herbcat.
However, sepals and capsules in R. tuberosa L. seems longer, cylindrical than the nudiflora.
Or maybe someday somebody would tell us R. tuberosa L. and R. tuberosa non L. are two var. of same taxon!
This is R. tuberosa L., a naturalised species throughout India.
So, threads with similar looking species can safely be identified with it provided the plant is found naturally occurring or occurring in the wild.
I do not have KEY or description of ornamental Ruellia, be it nudiflora or something other.

It is reported from Delhi, but never seen it. I fear the report may have been due to misidentification of R. simplex which is so common on Ridge in Delhi and not to be missed, has not been reported.

Images at FOI do not clearly show the sepals which are diagnostic along with the leaves as flowers look similar in most of the Ruellia species.
Your 1st image also does not show the sepals.
I could locate a couple of pictures. Same as the plant DSCN0405 posted today. This plant has the twigs falling down, not erect. Plant does not grow much in height. Will this info help?
