The species is close to Cyanotis fasciculata, C. fasciculata var. rosea and Cyanotis glabrescens but differs in its perennial habit, somewhat rosette leaves and most common thing in this complex cobwebby hairs ………….

I think it can be Cyanotis thwaitesii Hassk. as per images and details herein and as per POWO and FoPI..
