Saw this succulent plant at the Flower Show at Jijamata Udyan in Mumbai last year on 19/2/2011.
A very small, cultivated, potted plant.

but dont quote me !!:) 🙂 Howarthias are difficult at best … I find… one howarthia I thought was one, turned out to be doubtful and still is … as miniature aloe of all things… it flowered and is now dying a slow death… this one (yours) is definitely not aloe.. but not sure what / how to classify this succulent, most likely a howarthia.. we need an academic expert on cacti… I also think that it is Hawarthia species.. this is Agave victoriae-reginae …, you may be quite right… Absolutely amazing that you could give a name to my unidentified post.
On searching, the id does seem right.
Common names are Queen Victoria Agave or Royal Agave.

Looks like some variegated Aloe.
