This might be Nepeta hindostana only as it is one of the few species of Nepeta found other than HP and Kashmir.

As per The Plant List & WCSP, Nepeta gracilis Salisb. is a synonym of Nepeta annua Pall.

Closest I can go is Nepeta leucophylla as per GBIF specimens from Nepal- one and two.

It also appears close to … post for this species at Lamiaceae (incl. Verbenaceae) Fortnight: Lamiaceae, Nepeta leucophylla from Manali HP-GSMAY73/76

However, POWO and CoL consider it as a syn. of Nepeta ciliaris Benth., though it may be different.

I feel inflorescence pattern and petals design looks slightly different.

N.ciliaris, coerulescens, discolor, elliptica, hindostana, laevigata, lamiopsis and staintonii

are listed in the book.
