This plant could be Tephrosia vogelii or commonly known as Vogel tephrosia.
Also known as Fish Poison Bean. I had photographed these flowers at Nairobi, Kenya during a visit in Jan,2009. Let us wait for expert comments. Nice to know about this plant. Yes, this is Tephrosia vogelii and I have verified this from the link below. Thanks for posting. I had a feeling that this plant was used as a green manure crop. I have now also learned it is used to control insects. ID Request- Fabaceae sp-Munnar-PKA-5 : 6 posts by 3 authors. Attachments (6)- around 400 kb each. Fabaceae shrub with white colored flowers were seen on road side near Munnar.
