As per description the racemes are many flowered terminal or axillary. Rest of the things are matching. This flower may be an isolated one from the lateral raceme though. This plant was seen by the roadside in the Tamhini ghat near Pune, MH in Aug 2019.
It looks like some Euphorbia. No flowers seen.

I could not find a match as per comparative images at Crotalaria Could be Alysicarpus Species?
I went through all of Alysicarpus in EFI …… no match ……… actually plants are young that is why difficulty.
