This seems to be Euphorbia lacei Craib, a native of Molluccas, often cultivated in gardens.
However, nature of leaves needs to be seen before confirmation.

This plant is a large shrub/tree, common as aggressive colonizer in rocky, barren rocks. It looks like E. antiquorum.; branches 3 winged, wings less broad in propotion to the length of the joints, cyatia in axillary cymes. For the entire plant you may visit my photostream,

Yes, this is Euphorbia barnhartii Croizat (1934), which is an illegitimate name and is synonymous to the Thailand species, Euphorbia lacei Craib (1911).
This species is mostly seen cultivated in gardens in India and also found naturalised in several states.
