i want to say nice pictures but how can one id it to the species level is beyond me, from pictures of an unopened bud. granted the leaves are reminiscent of Zinziber family, and if you see these spikey buds, likely heliconia. all heliconia buds look like these red or reddish tinged yellow or orange long upright chilli shape unless, the people who planted them had prior knowledge and a label from a reputable nursery.
Did you find a label with this plant? or open flowers near by in the same patch?
In such cases we must ask to see the label they had in the garden., please can you quench my curiosity please

ah see. they are showing right there on the label what that bud will open in it. thanks. see, tis is important for several reasons.
Your bud picture is really few bud pictures to be had on the net, other than trade shows for cut flower industry.
so this is an important documentation of a bud of heliconia
so dx is Heliconia subdulata, flower bud

Try in my next visit if any luck.
