No open flowers or fruits when the picture was taken.
Reminds me of Rhododendron.

Looking at the leaves and the disease perhaps it could be Rahphiolepis umbellata?
Looks other than Rahphiolepis umbellata. Leaves look different to me than your suggested id. I may be wrong.
