Beautiful upload. Callistemoon citrinus is very common in Cafornia and your upload resembles with the plants as the plant are shrubby and leaves are coarse subtends with the flowers

Cultivated, garden plant.

Barely a feet in height, my search lead me to Callistemon viminalis ‘Little John’.
