I think looks different from Astragalus glycyphyllos as per

We do not any species under this genus in BD. But Hooker stated 70 species in British India, except A. Glycyphyllos. Mostly from cold region including Nepal.
To me its Indigofera

I am talking about Indigofera.

From  CHT and Chittagong 5 species

Indigofera galegoides
Indigofera linnaei
Indigofera suffruticosa
Indigofera tinctoria
Indigofera zollingeriana

Appears close to Indigofera galegoides as per GBIF  Specimen Flora of China  POWO

To me, it is Indigofera galegoides
