I think this is Heracleum canescens, but the leaf type is different. There is a second group of photos on the eflora website that is similar to my photos.

I hope elevation is not an issue as per Checklist of Nepal.

Though it appears close as per GBIF– Specimen.

There is another closer species as per keys as per Flora of Bhutan:

4. Petals of outer flowers greatly expanded; leaflets of middle and upper leaves linear, usually less than 0.8mm wide, glabrous above excepting the midrib, sparsely pubescent below, concentrated on the main veins ……… 3. H. sublineare (syn. of Tetrataenium sublineare (C. B. Cl.) I. P. Mandenova)
+ Radiant petals not so greatly expanded; leaflets of middle and upper leaves ovate-lanceolate, usually more than 0.8mm wide, moderately hairy above and below . . . .. 4. H. wallichii (syn. of Tetrataenium wallichii (DC.) I. P. Mandenova

However, leaves appear more linear as per GBIF– Specimen for Heracleum sublineare C. B. Clarke.
