I was sure about the genera but not the species..
the basal herb leaves are very rough and hard type.
Certainly a member of Saxifraga section Porphyrion where leaves bear distinct chalk glands.
Closer to Saxifraga stolitzkae and allied species.

It is more closer to Saxifraga cinerea Harry Sm. than Saxifraga stolitzka.
