Yes, appears so as per POWO specimen.
Looks different from images of S.sibirica as at POWO.


Difference appears to be due to presence of bulbils in the axils of Cauline leaves of S. granulifera as per the keys in Flora of China

To me appear more close to images at Saxifraga sibirica rather than those at Saxifraga cernua

This also appears to be S.granulifera.
