That’s Azolla pinnata subsp. asiatica (syn.: A. imbricata).  Incidentally, as I’ve seen both species grow together in one or two localities (including Kolkata) it would be interesting, if rather challenging, to try to look for a prove hybrids.  Though being from quite different sections in the genus that might not occur.
