On hilly areas, flowers like plumbago

At- Viratnagar(Jaipur)

Can’t make out flowers similar to Plumbago from the foto but you are right. It is a shrub of Plumbaginaceae, Dyerophytum indicum. The leaves are sessile, pale green and glaucous.
