Potentilla crantzii (Crantz) Beck ex Fritsch
Syn: P, gelida C. A. Mey.
Closely related to P. doubjoneana, but differentiated by its erect habit (Prostrate in P. doubjoneana), distichous basal leaves (vs polystichous) and glandulose leaves (vs eglandulose).

To me it is Potentilla monanthes Lindl.ex Lehm. Please check this species.
I think looks different from GBIF specimens (one and two)
Pl. check Potentilla desertorum.
