As per efi thread :
1. The leaf of L. rotundifolia has uncut portion more than half, whereas in L. chinensis the cuts proceed below middle
2. The upper leaf surface more delicate and flatter in L. rotundifolia, deeper grooves in L. chinensis;
Palm Tree for ID : 030811 : AK-3: Taken at Five Gardens Parsi Colony, Mumbai, Maharashtra on 10/4/11. The palm is in clutter. From fruit and leaf bases it appears to be Livistona rotundifolia. Distant picture of canopy and stem would have helped the ID. I also go with Livistona rotundifolia.

The leaves are rounded (rotund rounded; folia – leaf) and almost horizontal like a footstool, thats why!! But yes its just the appearance and it has nothing to do with the real footstool. Its also called fan palm, table palm, etc….

I believe this should be Livistona rotundifolia with ripe fruits turning Orange.
