Many thanks … for continuous follow up on this query.
At facebook, have got some hint … cholla cactus, some species of Cylindropuntia.
But I am no good at reaching to any species of this genus.
i have been looking at this and …. searching. seems cylindropuntia is the correct tract. and it may be this or very similar to it….
Cylindropuntia ramosissima
it allows description to be exploded but not the dichotomous key…
description makes me think its likely C. ramosissima but to make it more complicated there is a c. echinocarpa 
but that looks as if it has a different growth pattern and thorns. but how did it get imported to rajasthan from mexico…
i guess it would be at the same time as when thor…the opuntias were imported to india …. see what you think.
ps it would be interesting if you had a chance to revisit when these are flowering and then fruiting if ever?
it would be too hot i guess. never mind. dont go ….in that heat.

Then I would think the posted plant to be Cylindropuntia ramosissima … but someone needs to validate our thoughts.
How these plants get to gardens in India — most probably nurseries / landscape designers import them (legally) — I am not sure.
I agree with you. do we have a cactus expert in india who can advice us? or how about the person who looks after the park itself?

We can hope help from either cactus’ OR ornamental plants’ experts. There was no caretaker / gardener in the park. It seemed “desert”ed !!

It is not easy for me to differentiate among the species of Cylindropuntia !!
I hope someone helps me with ID, else I will label it just to genus level.

opuntia tunicata may be it. thanks for remembering … now if will only remember your case, or send us one picture here in this thread.
