I am thinking this is a member of Crassulaceae – perhaps Rosularia ???

Could not find a match as per comparative images at Rhodiola This plant certainly belongs to Rhodiola, probably Rhodiola tibetica. Rhodiola heterodonta (Hook.f. & Thomson) Boriss. ?? Looks different from both Rhodiola tibetica and Rhodiola heterodonta Of these Rhodiola crenulata appears to be the closest but I am still doubtful of the id, as per GBIF specimen 1 specimen 2 may be correct science leaf margins looks crenate.
