I have seen these plants closely for several months. The plants that are heavily trimmed to make low hedges generally have simple leaves, although some trifoliate leaves may be seen in the lower branches. If an occasional bush is untrimmed for a long time most of the leaves would be trifoliate. A totally untrimmed shrub (almost a scrambler) would have have almost all trifoliate leaves.

That’s correct observation … I had same thoughts initially. I identified it as Vitex immediately on observing the flowers but was hesitant to see the leaves crowded. On careful checking and close observation I found them trifoliate with short petiole. Trees of Lalbagh, Bangalore – RA – Vitex trifolia, L. <=> Three Leaved Chaste Tree: The leaves are oppositely arranged along the stems, simple or trifoliate with 3 linear leaflets which range between 1 -12 cm in length. The upper surface of the leaves are green and the lower surface grayish green. The flowers are born in panicles or clusters up to 18 cm in length. Individual flowers have purple to violet two-lipped corollas that are approximately 5 mm long. The stamen are in two pairs and the ovary is superior, or develops above the corolla.
