I would be grateful to know the name of the plant in the attached photograph. When its leaves and flowers fall on the ground the stones there become oily.

Looks like Peregrina, Jatropha integerrima.

Thank you Madam,  Your sharp eyes detected it.

are the leaves next to the flowers dark violet  or almost black? and lobed ?
is it truly oil or the sticky sap of euphorbia plants? where the leaves and flowers drop?

Yes J.integerrima Jacq. [=J.pandurifolia Andrews] of Euphorbiaceae. Correctly identified by …

/wp-content/uploads/2020/10/Peregrina%20Tree%20-%20Canopy.jpg
Peregrina is an evergreen shrub or small tree, native to Cuba, with glossy leaves and clusters of star shaped bright scarlet or vermilion flowers. The plant has a rounded or narrow domed form and gets up to 15 ft tall with a spread of 10 ft or so, although in cultivation it is usually smaller.
Peregrina often grows shrublike with several slender trunks, but it can be pruned to a single trunk. The leaves are extremely variable; they may be entire and elliptic or oval, or they may be fiddle shaped, or they may have three sharp pointed lobes. They are bronze when young and brownish on the undersides. The flowers are about 1 in across and borne in multi-flowered terminal clusters almost all year round

Okay.

Very common garden plant in Chennai city .  Also seen in Mysore.

Another jatropha, also quite popular and prolific seed producer and taker-over of neighborhood is J. curcas  …
just like the castor bean, though its menace is not as extensive as castor, at least for now…  but there are three growing in the grassy footpath below one of my windows on a land belonging to another family, so i can’t uproot them…
Another Jatropha, called belly ache plant is deliberately planted by people in southern west bengal in the countryside Jatropha gossypiifolia… has spectacular violet colored leaves, once you see it, never to forget…
Another jatropha popular at least here in bengal cities is Jatropha podagrica, called Budhha belly plant, popular with butterfly gardeners and bonsai folks…
I used to have one, until I killed it with overfeeding…
