Viburnum opulus, the snowball or European Craneberry, cultivated in gardens in Kashmir
easily differentiated from similar looking Hydrange as in trilobed leaves, reduced calyx and 5-lobed corolla.

This is not Hydrangea arborea which has similar flower heads but the leaves are not lobed.
This is Viburnum opulus, snowball tree, Guelder-rose.


Viburnum opulus
for me too.  I think this is crane berry plant, which produces tasty fruits, which I have eaten in U.S.
