Seems Scutellaria prostrata Jacquem. ex Benth. (Lamiaceae).
I am in agreement with … that this fits S.prostrata – … photos match colour-wise the one taken in Kashmir which appears in ‘Flowers of the Himalaya’.
I am about to post a couple of photos of this plant I took more than 30 years ago in Lahoul, H.P.

I was able to confirm the identification of the one entry to-date of this species on eFI.
That was in Kashmir. The two attached images were taken as slides during a trek I led in the Miyah Nullah, Lahaul, H.P. in the mid-1980s as part of a botanical tour for a UK specialist travel company – West Himalayan Holidays (which at the time was run by Christina Noble & the late Kranti Singh, who if my memory serves me correctly, had been a Professor of English at Chandigarh University).
Flowers of the Himalaya says this member of the Lamiaceae occurs on screes and open slopes, often forming loose mats (as can be seen in the first image) @ 2400-4500m from Pakistan to Central Nepal.
Stewart records it from Kashmir @ 2400-4200m.
Flora of Lahaul-Spiti has this as common on dry sandy slopes Kirting-Jalma. They say this is closely allied to Scutellaria heydei but I do not agree. There will soon be images on eFI to compare.
I have images of the latter species, which I intend to post – these will represent another NEW species for eFI.

Further to my recent post, whilst neither Stewart in his Catalogue (although he has this at Sonamarg) or Dickore & Klimes record this from Ladakh.
It is known between Zoji La and Matayan (the first settlement in Ladakh after crossing the Zoji La) plus Suru to Wardwan according to Stewart in his ‘Flora of Laadkh’ (1916-17) which he seems to have omitted within his Catalogue.

Family – Lamiaceae
Flowers are white colored with purple spots on lower lip and darker purple hood.
Unlike other two post on efloraofindia site which have much yellow colored flowers (lower lip) but i think it has variations in flower color ranging from white to yellow as mentioned in FOC.
Experts please validate…

Altitude – 3400 metres asl.
