Seen this tiny beauty en-route Hemkund Sahib.
This was looking more like a creeping herb found to be spreading on a wet- moss covered rock.

I think your plant is not Koenigia islandica, a plant characterized by having spathulate-ovate (rarely orbicular) leaves.
