Not Potentilla fruticosa …, which is a shrub and not with silky leaves.
Not very sure, but this could be P. peduncularis.

Requires not just days probably WEEKS of sustained effort to understand the genus better in Ladakh – let alone the Himalaya as a whole…..

Potentillas are notoriously critical and any identification from a photo a wild guess in any case. To me is looks like Potentilla pamirica, but not guaranteed.
