Looks like a Hebe species… from New Zealand!

I concur with … I do not know the species or cultivar, however.

The plant in the attached photo is Hebe ‘Wiri Charm’ is a compact, evergreen shrub, reaching 30 in (75 cm) high and 50 in (130 cm) across in 3 years. The dull, dark green leaves are spear-shaped, 1.2–1.6 in (3–4 cm) long. The flowers are deep rose purple, summer.

Should go as Veronica ‘Wiri Charm’

as genus Hebe is now merged with Veronica
