I think it is difficult to identify in vegetative stages.
It resembles with Rheum sps.
I tried checking existing species in efi, but could not find such toothed leaves:
Rheum moorcroftianum
Rheum webbianum
Rheum rhabarbarum
Rheum spiciforme
Rheum australe
