Hope this is Pavetta indica with glabrous leaves.. there’s another var. tomentosa with glabrescent leaves which is much common and blooming now, in the lateritic soils of uttara Kannada.. I have observed this shrub or small tree at Sanjay Gandhi National Park, Borivali and then at Bhandardara, Igatpuri. this is a Rubiaceae member, but both the times i was never able to see the flowers. Found across roadside near Chennai in Kanchipuram district.

May be it has grown to a small tree. It is Pavetta indica very common in Eastern ghats As per Request for ID : 290310-AK-3 , Pavetta indica is distributed from Indian Subcontinent to S. China and Pen. Malaysia whereas Pavetta crasscaulis is distributed in West and South India. This is according to Kew.
