Seen in New Jersey during visit in June,2017.

Veronica Species?

Yes looks like Veronica hybrid.

Please look at Veronica longifolia aka Speedwell and Veronica spicata aka Spike Speedwell.

Since it is in a garden, here is a list of possible cultivars:

Not in that list but there are several other possibilities (too many!).

It may be Veronica Magic Show (Trade Mark) Hocus Pocus PP23853.
