The plant that has been introduced from China to the Kathmandu region is best called P. forbesii. It seems likely (but not proven) that P. malacoides represents ‘improved’ cultivated versions (or ‘good’ selected forms) of the wild P. forbesii which is very similar but less robust and showy.
. Both species are native to China, so this is a garden plant. These species have numerous variations but the key given by Smith and Fletcher uses the length of the petioles (equalling or exceeding the blade in P. malacoides and short in P. forbesii) to tell them apart.

Both appears close as per Primula malacoides & Primula forbesii You have to find out the keys and differences between these two species.

Both species are native to china, so this is a garden plant. These species have numerous variations but the key given by Smith and Fletcher uses the length of the petioles (equalling or exceeding the blade in P. malacoides and short in P. forbesii) to tell them apart. Location could also be significant if this was a wild plant. I would place this as P. malacoides. Neither species at the moment has been checked or update on my website.

This is characterized by pubescent leaves along the veins and Scapes.
Although the photographs are not showing the umbels characters but it possesses more than 1 or 2-5 umbels.

Why is it so difficult to differentiate between P. malacoides and P. foebesii ??

Perhaps Androsace, leaves should determine the species. I agree with …, the plant in picture does appear to be Androsace. My picture is from Gangtok. I assume I have seen this plant in Mussorie too but not sure. This is Primula malacoides Franch., as per images and details herein.
