Growing on the ground were a couple of plants of this rock jasmine which I assumed first to be the round leaf variety. Looking closer I saw the hairy tear-shape leaves. Is this Woolly Rock Jasmine? Please advise.

I think it is some kind of Rose.
To me it looks like some Primula Sp. from Primulaceae (Primrose) family.
It appears like Androsace sarmentosa from Primulaceae as per Concise flowers of Himalayas & as per links:

I think you will find this is Androsace lanuginosa not A.sarmentosa. Mussoorie is too low an elevation to find A.sarmentosa.

Needs rechecking, as A. lanuginosa is characterised by short soft hairs nearly appressed, and leafy stolons. Here leaves have long spreading hairs and I don’t see leafy stolons. A. foliosa could be considered, or even A. robusta.
