If this is Phyllanthus then P. myrtifolius, usually cultivated for hedges.

Yes, this appears to be the Malesian species Phyllanthus buxifolius. Please find attached images of a few specimens from the Leiden herbarium which are similar. There is no mention of this species in any Indian literature. P. myrtifolius will have narrower leaves and native of Sri Lanka, introduced into India.
