It appears to be Conyza bonariensis Without flower, hmmm it is difficult, I guess. Anyway it is a species of Conyza. I would comment only after seeing it flower. Species of Conyza are often deceptive in vegetative condition. There are similar plants here also in Kashmir. I am waiting for them to flower. Yes I have seen it flowering it a lot in August and September in Kashmir, Jammu and along National highway 1. It is Conyza canadensis. C. bonariensis is a much shorler plant, narrow leaves and flowering earlier.
