Yes it does seem like L. parviflora which is a common weed of rice. I think it is more closer to Ludwigia octovalvis (Jacq.) Raven as per keys at Ludwigia as per The Genus Ludwigia (Onagraceae) in India by I.C. Barua- Rheedea Vol. 20 (1) 59-70 2010 (pdf available in this efi thread) rather than images at Ludwigia perennis L.

In my childhood I have seen froth like substance on some plants. Elders used to tell the substance is the spit of Monitor Lizard and is poisonous. I heard another story narrated by an old lady. As per that story the substance is the spit of ghost (BHOOT). But literature says it is the egg case of some insect (may be praying mantis). Other day I saw this substance on a Balsam plant. In our society since rainy season I am observing a small reddish plant in our club house railings. Few days back got chance to have a closer look. I think it is Ludwigia octovalvis ???? Few small saplings are also observed around our garden. PLease confirm.
