Yes it does seem like L. parviflora which is a common weed of rice.

In my childhood I have seen froth like substance on some plants. Elders used to tell the substance is the spit of Monitor Lizard and is poisonous. I heard another story narrated by an old lady. As per that story the substance is the spit of ghost (BHOOT). But literature says it is the egg case of some insect (may be praying mantis). Other day I saw this substance on a Balsam plant. In the attached image ootheca is on Ludwigia octovavis.
