This very common weed of wet places was recorded from panipat..
earlier in Scrophulariaceae, now this is placed in Plantaginaceae..

SCROPHULARIACEAE Fortnight: Veronica anagalis-aquatica from Uttarakhand_DSR_19 : 1 image. 3 posts by 3 authors.
Veronica anagalis-aquatica L. is a very common wild herb found along drainage channels in Pantnagar.
Now it is in the family Plantaginaceae.

Following images of plant were taken in Datyar, Himachal Pradesh on 30 April 2017. This is a small village near Kalka railway station, Himachal Pradesh. It was found in abundance near stream. It has average height of approximately 3 feet.

Sharing some pictures fro ID shot at Roshi River Nepal on 29 May 2015 at 3000 ft.

Looks like Veronica sp. of Scrophulariaceae (Now Plantaginaceae). Appear closer to V. anagallis- aquatica.

To me also appear close to images at Veronica anagallis-aquatica  

Emarginate fruits take me to Veronica anagalloides subsp. anagalloides as per keys herein as well as per kys in Flora of China.

Fruiting image looks matching but POWO, GBIF showing no distribution in India whereas CoL showing distribution in J&K only !

Check if any of the names in checklist of Nepal, is syn. of this name.

One possibility is Veronica undulata Wall. as per Checklist of Nepal, but again the emarginate capsule is contradictory.

Please also consider V. salina
V. salina: Capsule 3-3.5 mm long; style 1-1.7 mm long, usually half as long as capsule or more; leaves obscurely serrulate to entire.
V. undulata: Capsule 2-2.5 mm long; style 0.5-1 mm long, less than half as long as capsule, leaves usually serrate, more or less undulate.
